Project Labor Agreement

The Project Labor Agreement (PLA) is a pre-hire collective bargaining agreement between project owners, contractors, and unions that establishes uniform terms and conditions such as: wages, benefits, and dispute resolution for a specific project before work begins. PLA's are for projects of one million dollars and above.
