Project Labor Agreement

The Project Labor Agreement (PLA) is  a pre-hire collective bargaining agreement between project owners, contractors, and unions that establishes uniform terms and conditions such as: wages, benefits, and dispute resolution for a specific project before work begins. PLA's are for projects of one million dollars and above.

The updated Project Labor Agreement was approved by the Board of Trustees on July 22, 2026.
